WebCert roles and assigning them to users

As you are aware, roles are defined to fulfill certain actions based on permissions at the Consultant, Client or Project level.

You then assign roles to individual users by picking the level you wish to assign a role at and then selecting which role, from the list of available choices, you wish to assign to this particular user at this level.

To help you understand,
  1. A role the forehead at the Consultant level can perform all given commissions across all clients.
  2. Similarly, a role defined at the Client level can perform all given permissions within the selected client and all projects within that client.
  3. A role defined at the project level however can only perform that given permissions on that particular project.
  4. As a minimum for any Consultant WebCert licence, there must be at least one user assigned to the role of Consultant Admin.
In the case of a Client WebCert licence, there must at least be one user assigned to the role of Client Admin at the Client Level.

The above roles along with those shown below, a default role set up in all installations. The general capabilities of these default roles are summarised as follows however you should refer to the full list of assigned permissions for each role in the system in order to understand particular actions available at each role or as they may have been customised for your system.

At the Project Level


Project Officer

Core Features Available 

Post Cost Claim 

Manage Key & Related documents

Submit / Cancel Certification Submit

Update Cashflow Projections

Create new reporting Period


Project Manager 

A User must be assigned to this role per Project in order to carry out standard Project Manager activities and responsibilities.

Core Features Available 

All the permission of the Project Officer role plus

Maintain Project Cost Breakdown Structure

Process Work Progress Assessment (WPA)

Add Users

Close project

Update Project Details

All Reports

Manage Master Data except Client level Cost Structures


At the Client level


Project Director 

A User must be assigned to this role per Project in order to perform standard control over all projects for the client as well as it being a position that is defined at Client creation.

All the permission of the Project Manager role plus

Manage all Master Data

Manage Roles

Run Consultant Reports

Verify Project reporting Period


Programme Manager 

A User must be assigned to this role per Programme as it is a position defined at Programme creation.

Manage Regions

Manage Programme Details **

Client Manager 

A User must be assigned to this role per Client in order to manage set up and configuration of programmes and projects within this client as well as being a position that is defined at Client creation.

Set up Client Cost Category Schedule


At the Consultant Level

Consultant Admin 

A User must be assigned to this role per Licence in order that Clients and Client Managers may be set up and configured. In the case of Client Licensees, this role will not be relevant to your needs as your initial Client (being your own organisation) will be created for you at licence implementation.
